HUH?? Drop a 10-12mm hose (post TB) off a toyota engine and it will rocket up in RPM (to a balance point relative to the size of leak). Once the ISCV is shut there is nothing to stop the air flow into the manifold and it will draw whatever it wants, even at the idle timing of approx. 20deg the MAP sensor will read actual manifold pressure and supply the required fuel.
As for A/M it should be the same RPM will increase as per any vacuum leak. Idle TPS 'may' lock timing, but won 't lock fuel or speed (when the idle valve is in it;s shut position it can't manipulate to let any less air through than the leak), but this won't stop the RPM increasing.
When driving if under boost engine should go rich and go 'flat', you;d know something was rong most likely and back off to the above condition.

nope. like i said, all the EFI toyotas ive worked on (4ages, most new toyos etc), chrysler shit, they do exactly as i said. they do a high speed hunt as they have gone above target idle (as the TPS reads 0 so the ecu knows it should be at idle) and the ecu first shuts off the iscv, then if target rpm is still exceeded if turns off ignition or fuel till it hits target, and so on and so forth, hence the high speed hunt. you can acually see the ECU doing all this through the toyota consult II and chryslers starscan diagnositc scanners.
