They won't be changing the current Ford or Holden engine for at least a few years if not more. there is too much money already invested, HRT have over 25 engines in their pool. The development costs are also staggering for a new engine and take years to get to the level they are at now.

yes. Since the cars create such low amounts of negative lift, the boundry layer effects of a moving surface relative to the vehicle need to be accounted for. Simplistically they will only be the same if the under tray/diffuser/splitter/rear wing is the same between all three cars.
