It is a joke. The correct spelling for "staturary" that you posted is "statutory". Your spelling was a lot closer to "statuary" which is a word to describe all things about statues. Ie, the department at the garden centre where you might buy your cheap copy of the Venus de Milo (semi naked chick with no arms for the less cultured among us) is the "statuary department".

So statuary rape would be trying to crack onto something a bit hard and unforgiving.
