I see where he is coming from - in the intake system while the engine is running the pressure in a NA car is always negative compare to atmspheric - if it wasn't air wouldn't flow.
Theoretically you could have a turbo making 0psi boost through the system I.e just bringing the negative pressure up to atmospheric and still getting some power benefit out of it.
In some old cars they had a vacuum gauge that showed this negative pressure throughout the inlet (usually marketed as an economy meter) If you could use a turbo to decrease the amount of vacuum then effectively you would be increasing the airflow to the engine and getting a power increase.
