                Strangely enough my brief research tells me it doesn't actually have the lowest specific power output of its era - apparently 0.3975hp/CI.

                '78 AMC Matador had 140hp/360ci, and the 500ci Cadillac of that era made all of 190hp so both have it beaten.

                Some friends of ours have a 500ci Cadillac Eldorado convertible with the 190hp engine. To make it worse he gets 30L/100km. On the highway.

                    California emissions regs. Iirc the 400M was intended as a high torque truck engine.

                      They can take a 4.35" stroke crankshaft and some nice alloy Cleveland cylinder heads like those made by CHI will bolt right on.

                        Like a lot of 70's stuff - throw out emissions gear, decent four barrel and cylinder heads with some actual compression - boom, 400hp.

                        Or probably more accurately - either boom or 400hp.

                        500ci Caddy engines apparently tune quite nicely:

                          John Kaase won Engine Masters with one of these engines in 2010.
                          674 horsepower & 597 lb-ft (515 lb-ft @ 2,500 rpm)
                          Not bad for a single four-barrel, 10.5:1 compression, flat-tappet smog motor.

                            This thing popped up on the porka forum. As he said. Not for the purists, but 237kw and 550kg would get your attention.

                            Ok so this is not for the purists but it is a great looking car with performance.

                            Porsche 718 RSK replica with custom double cowl, roll bars and Spyder 550 headlights.

                            Running a 13B Rotary Turbo, fuel injected intercooled. Car built in 1984, refurbished and fresh engine in 2012.
                            4 Speed manual. 4 Wheel disk brakes. Right Hand Drive with Full Qld registration,
                            Dyno; 237KW at 6400rpm, car weighs 550 kilos.
                            Not for the faint hearted and not for tall people. Over 6'3" would struggle to fit.
                            Stunning looking car with performance to match.
                            Imported it for myself but it is way too small for me and way too powerful for the kids.
