Tube and fin all the way as better flow theough the core for cooling air is probably the most important bit for a circuit car - (I'd rather an engine run cooler at the expense of a small increase in intake temp)
Also you are closer to operating in a steady state rather than a one off big pull (dyno/drag) where the cooler is a heat sink first, and an air to air unit second. In more steady state conditions you don't need the big thermal mass that a bar and plate core provides.Adjustable cam gears for 1FZ-FE now ready for sale - 10 degrees advance/10 degrees retard. I have a PWR tube and fin unit on mine and the temps NEVER go over half, even after repeated "workouts" in up to 30 degree weather. If everything else in your cooling components is up to scratch, there shouldn't be any issues, especially considering the constant airflow of a circuit application.
That's running over 500rwhp, too.

ok most will say if you can tell a difference between them your trippin
but......
I can to be honest
the difference with the tube and fin i notice is spool time.
On my mates s15 he bought an expencive trust bar and plate (may aswell of got an ebay item as i doubt there is any difference) and even with the standard turbo a noticeable amount of lag was added over the stock cooler.
I have had a jap tube and fin on my 180, and a apexi gt (bit different but pretty much a tube and fin) on an r33. Both of these coolers helped lag over stock.
Bar and plate should offer better cooling than tube and fin. But given your situation ie circuit racing (you dont want lag) and the fact you temps are currently not an issue i would choose tube and fin. I also agree with supercrown as well.
