I actually think that's a good thing. So when you fit a plate LSD and use the spare wheel, you won't have to swap one of the front wheels to the back.

Then how are you going to support the hole if someone puts a (insert heavy object) that happens to be on top of the hole? Chipboard can only support so much. The cost to buy a can of goo, recarpet the floor, then stack it with something to support that hole would cost so much more than just a plastic cover. Plus the plastic cover would protect the boot area anyway.
