Back on topic, I believe that getting fines waived with regards to the OP won't be a problem, however.... IF those guys were getting fined for not wearing helmets during a flood crisis... I see people make stupid decisions every day.
Some of them make the first story on the news if they try hard enough.
Wearing seatbelts. good idea.
Wearing helmets and protective clothing if you are on a bike. good idea.
Not drinking/taking drugs and/or not driving like a fucking moron. good idea.

I pedalled 5000km last year. Did 40 of them without a helmet. Hated every metre of that 40km ride. No fucking way I'd ride without a helmet.
Came off my bike hard in 2009. Hit the road helmet first (on the temple area), shudder to think what would of happened if it was my head that hit to road directly.

Being forced to wear them however is retarded. Why not enforce helmets in cars, ladders, while running, in wheelchairs, etc as well? That would also make us all safer.

i dont need no stinkin' science to tell me i was better off with a helmet after a bitch who sees in widescreen ran me over and i hit parts of her car and the road with my (protected) head.
I got a new bike though (and a helmet) and some time off school so it was win/win after the bruising went away and i didnt even brain my damage.
