I thought it was because of their other commitments. They still do 12/13 eps (split 6 now and 6 at the end of the year) a year so surely it cant be because of cost?
Summer break, keep the show fresh, ratings seasons... dunno. I doubt it's all about budget, though they did have some cutbacks and were supposedly reducing the overseas jaunts.

It's simply a local convention, most series in the UK are only 6 episodes long with a number of series each year so Top Gear has simply followed that convention.
The Poms do seem pretty good at not wearing out their welcome by stretching a series beyond the number of ideas they have. Mustard mitt, though, I'd not noticed a Beeb setup where they regularly had 2 short seasons a year before Top Gear; most are only one a year (eg. Spooks usually being 8 eps per year). Doctor Who has split the current season similarly, but a big break in the middle is also normal for Seppo shows too, often a 2-3 month break over Christmas.
Soft roaders represent an excellent compromise between the needs of the hardcore 4x4 user and the convenience of a city hatchback. Its clear to see why they have become so popular in todays society.
