duty is chargable on the customs value of the car. (ie purchase price)
GST is then charged on the customs value of the car, plus duty, plus shipping. so yes they do double dip. It's all on the customs website if you look- I have 50 million windows open at present (about 49 million work related), and can't find that one..

& even if you have a certificate proving the vehicle was steam cleaned overseas, Oz Customs [AQIS] will charge you $3-400 to do it again on arrival in Oz...with no claim for damages against AQIS.
One of the last Rover Mini's was exported to Aust ,straight off the Factory floor , so had no contact with soil etc & had all the paperwork as proof ...factory/straight into a container/ onto the ship, AQIS still "steam cleaned it inside & out" .
That $ 20000 car was approx $45000 landed & complied.........................................

have you got a customs broker/freight forwarder? i used to work for one and should still have some contacts there (they used to bring in the odd car, would have to check if they still are)
AQIS don't care for anyone else's word on stuff - mainly because people have lied in the past (say hypothetically some "new" earthmoving equipment was coming from china, that had NEVER been in contact with soil had tracks full of it...)

Last time I checked (and this was 2-3 years ago, things may have changed) there was no Duty on cars imported if "not for road use." That covered cars imported for parts only as well as cars intened to only be raced. It was, however, up to the importer to satisfy Customs that the car was indeed purely a race car (easy if a single seater/open wheeler, less so if it could theoretically be registered ie had lights and doors). The keep a record of VIN numbers for cars "Never to be registered" and if that cars ever IS registered they hunt you down for the outstanding import duty.
You still had to pay GST, and iirc luxury car tax still applied if over the threshold. You would be advised to get any exemptions confirmed in writing as sometimes you get a customs officer who has a different interpretation until they actually see the vehicle in question.
Best advice, get an agent/broker who knows about car importation as they should keep up to date on changes. I know Allan McConnell (hillclimb and motorkhana regular) used to import cars from Japan, he might still be of assistanceThe person who proof read Hitler's speeches was literally a grammar Nazi

When I was looking into importing a car from the UK it went a little something like this.
Car = $XXXX (XXXX GBP)
Shipping = $1733 (849 GBP)
Export Doc Fee = $55
Import Duty = $XXX (10% of value of car)
GST = $XXX (10% of Car value + Import duty + Shipping)
Insurance = $XXX
Sub Total = $XXXX1978 Opel Manta SR Berlinetta 1UZFE
