Series 1 Land Rover (headlights in grill) is a great suggestion - they are becoming quite collectible and it should appreciate over time. Likewise the Moke.
For something completely different, what about an Austin Champ? It's a English version of the Jeep (designed by a commitee!) has a completely sealed Rolls Royce engine. You can pick them up pretty cheap in Australia if you're patient.

Problem with most of the pommy sedans is that most of them are worth SFA even when immaculate - Humbers, Austin A90s (people strip them of their drivetrains for Austin Healeys) etc.. Mk2 jags are probably an exception to this rule. Even the S Type, which is a better car is not worth much. Everyone seems to want English sportscars instead. While probably a bit dearer, what about something like a Riley RM? Also Morris Minors are starting to get a folllowing? Austin A30s/A35s are super cute?

I reckon this looks pretty good - turn into a racecar and go GEAR racing http://www.goldeneraautoracing.com/
Perfect for your old man, and Spridgets can be made pretty quick and there are sooo many parts around for them.

My grandad finished the resto on his TR3 a few years ago. He's had the car for as long as I can remember, but once he retired he really got into it and got it finished. My grandparents are now always going away with the TR club for road trips etc. So if he's looking for a social aspect once he's finished the car, maybe look for one that has a local club too so he can go hooning...er, I mean cruising when he finishes it.

This is the same with my old man - the social part of a car club is as big as the cars themselves. Also you bring your wife along to and if they like the "social scene" then it's ok to spend more money on the car!
From that way of thinking - pick a club that you like the look of 1st then get a car. Some clubs are full of total Knobs!

Also build the car so that it can keep up with modern traffic - no one wants to be the guy holding everyone up on the road, the odd supercharger is a good way to go!

What about an Austin 7 Special! Slow as all fuck standard but with 30 psi of boost they go alright!

Would the costs of importing something like these blow the budget?

Bug eyes are totally worth doing up - very popular, only thing is that I reckon you will struggle to even find a complete shitter for 5K - even in the US, then it'll cost 5K to get here.
They seem to be worth around 25K? for one in good nick.

Another vote for a Series 1 or 2 Land Rover. Very easy to work on and restore, also parts availability is quite good from the UK.
Plus when he's finished restoring the old girl, it's not just one of those British cars where it only comes out for the annual show 'n shine at the Kings College. Restored or not its still an old Land Rover so there's really no issue using it a few times during the week or in the rain, or even doing some light off-roading in it.
