Get him to go to the local cop shop & ask if his rego is down as a VOI (?) / Vehicle of Interest - or simply explain he keeps getting pulled over for no reason in a fairly mediocre car & see what they have to say.

Long story short I was driving someone else's car once and - no shit - got pulled over three times in a week for "random" inspections, I queried the officer the third time & he explained it was on a register as the person had a previous criminal conviction & that was why it was a "random" target so regularly. And obviously until they pull you over they don't know it isn't the actual owner driving.

No expert, but unless it is justified by continued suspicion/evidence/offending, I understand they have to drop it off for harassment/privacy/civil liberties reasons so the sooner it is queried the better.

Your mate might have a recent conviction (unlikely?) or have raised an eyebrow somewhere along the line & the coppers weren't able to pull him over/get to him.... so they might have marked it.

Anyway this is my take on it, very much a layman's explanation & understanding.

I guess if they don't detect the shape and features of a number plate they don't read it (and it assumes it's looking in the wrong spot or something?)

Sure they are. It gives them something to talk and laugh about when they get back to the station if you say something dumb/funny. Like the guy caught on the phone while driving who said he was ringing his sister to tell her not to talk on the mobile while driving as the fine had just gone up.
