jon,I work in construction,in sydney,and I have seen similar things happen.
The "hopper"that was being used to lift the concrete,are opened by hand,and sometimes they can come open,if they weren't shut properly.
If concrete,or bricklayers mud,dries on paint,it will take paint off,because of the chemicals involved.Ever seen a nicely painted brickey's wheelbarrow,or mixer?(unless brand new)
Go back to the site,with your quote,and your car,talk to the site foreman,and 100%,he'll cut u a check.
