However ... the bit I'm not sure about is what you're covered for when driving to get the pink-slip; and who covers you,
my point is alway your better to pay that way there is an obligation. we have a similar rule here in vic you can drive a car to vic roads. with out even a temp reg permit. 9 I think this could be a litigation nightmare in a court though.

I think this is one of those cases when it might be worth actually speaking to a couple of insurance companies & find out if you can be covered in this situation, and get it in writing. I've just had a bit of a look through the NRMA's website but couldn't find anything on this subject, it seems to be a bit of a grey area.

Why would any insurance company cover you for that non-permit drive? The only way it's possible is if the gumbyment has done a deal for that situation; and I doubt that very much. Mind you, if you dribble around back-streets at 30km/h the chances of injuring someone are pretty slim ... if you can actually do that.
When you get the permit, it's itemised; $8 for CTP, $16 for the permit itself.
I checked with Shannons to ensure I was comprehensively insured, too; it may be different for different policies, but they said I was insured if the car was in a workshop, being transported legally (driving or by tow-truck), etc. I doubt NRMA would cover you, because they don't do specialist insurance so I find it hard to believe they wouldn't have a clause that excluded unregistered cars.
Soft roaders represent an excellent compromise between the needs of the hardcore 4x4 user and the convenience of a city hatchback. Its clear to see why they have become so popular in todays society.
