how do i know? i know how to search the legislation web site and i know how to read legislation and regulations (and a sysadmin at a previous job was a former d/sergeant and fitzgerald-enquiry witness turned red-light-camera and IT person).
From the "Transport Operations (Road Use Management) Act 1995" (big PDF link)
Section 144 - Act does not apply to police officer in course of duty.
Provisions of this Act about offences (other than section 79 and 80) do not apply to a police officer while exercising a power, or performing a function, under this or another Act.
Section 79 refers to Driving etc. whilst under influence of liquor or drugs or with prescribedconcentration of alcohol in blood or breath and section 80 refers to Provisions with respect to breath tests and laboratory tests.
And if they damage your car or person as a result of legitimately enforcing the Transport Operations Act (such as speeding after a driver who has failed to obey a lawful direction and accidently and without prejudice ramming your car), you can't sue the officer(s) involved.
Section 167(2) says An official is not civilly liable for an act done, or omission made, honestly and without negligence under a transport Act, however that liability falls on the state or local government - depending on what part of the act was being enforced.

If anyone makes a complaint against a police officer with the CMC, take it directly to their offices in Creek St in the City.
Supposedly you can submit such complaints at any police station but it's been my experience that complaints made at Indooroopilly Police Station get "misplaced".
... would provide detailed instruction and guidance to officers in their application and enforcement of certain parts of the Transport Operations (Road Use Management) Act - also known as the TORUM Act.
It also helps officers and supervisors determine if an activity might come under the scrutiny of the Ethical Practice Branch of the Ethical Standards Command.
I think the two are intimately related - the TORUM Act is the law governing how we use the roads (and how the police enforce the rules that we operate within) and the act sets out what the police should enforce. The urgent duty driving policy addresses how the police should (not have to) respond to certain kinds of TORUM offences.
