      BA turbo motor in a light x series falcon like XE/XF, by the time you pull all the air con, p/s and fiber bonet and guards you can get the x series down to 1100kg very easy, add AU rear end with offset wheels to compensate for the 0 offset of the X series (AU's have very strong axles), Jerico 4 speed dog box and you have easily surpassed 1HP per KG

      the BA Turbo motors can easily hit 800kw, the jerico box will take over 1000hp with out a flinch and gears are like $50 each so you can customise the ratio to whatever you want, AU diffs are very strong specially in a 1100kg car and RTA will allow you to dump a taxi turbo donk in any Falcon

        Do it easy with a turbo Ultima GTR 1000kg and would be able to get 1000rwhp. And full road legal regoed as an ICV.

                would need serious aero if you had more or not want any corners

                as mentioned a clubman/icv (like a westfield) usually is +/-500kgs in road spec and can be SR20det / 13bt or similar, so this could be legal, registered and with 500hp...
