    It has a coolant pump and motorized axis (power feed)

    I would be expecting the turret head motor to reduce to 1.5hp

      Phull will probably explain it better but I'd reckon it's free running. The first two windings spin it and the spinning creates a voltage on the third winding which is out of phase.
      I can see I'm going to have to try this one. Only problem I can see is that you'd only be able to power three phase motors that were originally 415V star. When rearranged to delta, they become 240V. If they were originally 415V delta, I think you'd be stonkered.
