Some time ago I was hoping that we could get together all that info into a little book you could keep in the car, just in case there was any argument as to what was legal and what wasn't.

I am building a folder to go with my car right now Bill with every ADR that is to do with my car.
In this link it tells you when each ADR came in. IE if you have a 1984 model car what requirements you need to meet

If you have firm proof that anything in that doc is wrong (ie, no reason why an aftermarket plumb-back BOV isn't ok), you can take it up with them.
If you are right, they will modify the doc.
