Engine bore marks, maybe not good?

I pulled this motor down it's an sr20, it has these horizontal marks in the bore on cylinder 4. About half way down the bore or near the bottom of the piston stroke. It's bored to 86.5 with std sleeve. I have another 86.5 block here with similar markings in cylinder 4 but not even close to as bad.

I can't really catch a nail on the marks they are pretty smooth, but I can scratch away at it with a pick and feel the marks.

    Cracked bore?
    Piston slap?
    Rust?

Yup, it sat with water in the bore.

        Yep this.
Give it a light hone (needs it anyway) and if there’s nothing you can feel then you’re good to go.
Turns out, far too much has been written about great men and not nearly enough about morons
