If the cam siezes in these things they usually stuff the belt.It might have just worn the belt out but usually something causes them to lose teeth off the belt.If your going to rebuild it anyway check between the valve seats as they all crack there.You can get them welded or you can peen it over a bit around the seat to stop them droping out.
